cleartool: Error: No branch of element is checked out to view "server:/cc/view_store/vob/v1.vws".
cleartool: Error: Unable to find checked out version for "ae1.h".
what is the root cause of the issue?

Sounds to me like the element isn't currently checked out in your view. What does `cleartool ls -l ae1.h` return?
